You do use the word "propellant" and quietly confess that it does still get ejected to produce thrust, but it would be easy for the uninitiated to miss that essential feature and assume that the nuclear rocket doesn't need to carry any impulse mass at all. Yes, it's more efficient without oxidizer, but a rocket is still a rocket!
