Hmm, interesting. What is the bipolar membrane made of? (We'll need a LOT of it.)

Suggestion: add a small modular reactor or two to provide the required power when the sun doesn't shine. (You could just "borrow" an aircraft carrier for this.) Then use the extra daytime power to electrolyze water to hydrogen & oxygen and combine the hydrogen with some of your carbon dioxide to make carbon-neutral synthetic hydrocarbon fuel for jets and existing internal combustion engines. (Struggling farmers aren't going to be able to junk their old tractors & combines and buy new electric versions!)

Meanwhile, if there's power left over, you could use it to extract uranium & thorium fuel for the reactor directly from sea water, thereby keeping the reactor running indefinitely. (This would work best in the estuary of a large river draining watersheds with rich uranium deposits; but since such locations always have big cities nearby, irrational fear of radiation will probably force the floating power station further offshore.)
